Born March 27, 1926 in New Castle West, County Limerick, Ireland.
Dr. Neligan came to Ridgefield to practice general medicine in 1956. His first office was at 20 Main St. in partnership with Dr. Ted Safford.
Dr. Neligan held many positions at Norwalk Hospital including Chief of Staff from 1976-1981.
In this clip, he talked about becoming Ridgefield’s first Director of Health in 1970.
At the time Ridgefield experienced rapid growth creating a need for proper regulation of septic systems and other public health issues.
